I took out my binnacle to replace my tach, and I noticed that the black plastic portion of the binnacle is loose, portions arent attached. Is this just a reglue or is something more involved necessary to secure it?

Heat and age damage. Soften it back into shape with a heat gun and reglue.

Don't use Gorilla Glue. It'll expand and foam out through the edges.
Simple Krazy Glue works fine.

The only 3M adhesive I saw was in a spray can. That seems like it could get a little messy.....

The stuff in a giant toothpaste tube. It is really gooky and sticks to everything so don't be messy with it. Comes in clear and black.
