Prior to getting my freon topped off, the compressor was cycling on and off every 3 seconds. Now, while at idle it seems to run for a long time. Once I goose the throttle to 3000rpm or so it shuts off.

I know the cycling time should be around 7 seconds at cruising RPMs, But how often should it be cycling at idle? Thanks

The cycle time is related to how much air is flowing over the evaporator and condenser.

If you put the AC on and only run a low speed circulation fan the the off times will be long and on times short.

Days in the high 90s or more may never cycle the compressor with the fans on max.

Fast cycle times and poor cooling usually do indicate low freon charge.

Mine at idle will not cycle at all if it's hot outside and the fans are on high.
