Having a cold acceleration problem. Acceleration is fine after warm up The pressure regulator pressure is 30PSI at 66deg.drops to about 20PSI upon acceleration. The engine hesitates and black smoke comes out of the exhaust The regulator pressure takes about 7 seconds to reach the set pressure after cold start. I don't know if this correct or causing problems. any suggestions
Thanks

What pressure are you stating? Primary pressure should always be 75 PSI hot or cold. Control pressure starts out around 20 PSI cold and after warmup is running around 50 PSI.

warm up pressure regulator 30PSI at 66deg, 20 PSI when accelerating when cold. 52PSI after warm up .Primary pressure 75PSI

Pressures seem ok.
Do you have the delay valve oriented like this (white toward Tee)?:
67435
