In this community this is the generally accepted guide for defining a concours car. A 400 point car is 100% concours. Any deduction is the arbitrary amount by which the car is not concours. That leads into the certifications based on accumulated points - Stainless, Silver, and Bronze (I dont know exactly what scores lead to what classifications, though I think 360+ is stainless). Historically cars that have been "certified stainless" have carried higher values, specifically in markets when buyers were looking for concours cars.
The only car I've known to ever actually score 400 points with no deductions was Tony's car at DMCFL at DCS '12.
All that being said, I'm not actually sure the last time an "official" DMC concours judging event was held... DCS '14 maybe?
