Try starting with the RPM relay jumped and pressing down slightly on the air metering plate while a assistant cranks the car over. This way you are sure to have fuel (verified by your previous test)....
In that case wouldn't the exhaust side promote float if the stock setting is .010" and they are set to .007" (tighter).
Valves should be set at .004" intake and .010" exhaust. Might make a bit of noise on the intake side, but should not cause a running issue.

No, pull the front grill and you can unplug the pigtail. You have to fish the wire up through to reconnect it but it's not to difficult.
