Something is wrong if you read 19 volts. Maybe your multimeter needs a new battery. A car battery will read 12 to 12.5 volts when the engine is not running. Test your meter reading on another car.

My original Bosch coil is 0.40 ohms.

I measure real low resistance by pumping 1.00 amps into the resistance and measuring the voltage over the resistance. Hence I read 0.40 volts when I do that.

I have a real accurate warming plate I use for my epoxy potting but I don't think if goes much above 200 deg. F. It only has a 75 watt heater.

You will get a smoother idle running the mixture rich. But then you get bad MPG, smelly exhaust, damaged CAT. Is that smooth idle really that important?

Ran the new absolute temperature test starting cold and slowly heating the sensor by turning the hot plate on and off for very short times. Hence the change in temps was much slower. I still think...

That number is saying your mixture is pretty far off. The ECU has maxed out it's adjustment range. Move your mixture screw a little bit one way or the other and see if that number changes.
