I put Great Stuff over the damaged wires. It seem kind of hack job but I don't think it really is. That stuff sticks...
So in the end it actually worked out for the best. Now I was able to inspect the full length of the wiring harness and would have much better access for my repairs....
Next I taped yellow tape around the wiring near the tub. My thought was if I pull the harness back through the tub and when I pull the wiring all the way through the access hole by the washer tank...

With the facia off I tackled the windshield washer reservoir cover. What a pain!! I couldn't fit much of anything in there even with the facia removed. The only tool that would fit was a die grinder....
