I read somewhere years ago that some unimplemented design included a full pan under the engine to improve gas mileage. This may have been part of the design (but I'm just guessing).

I can't imagine a full pan under the engine!:
    1) Heat
    2) an oil catcher
    3) a dirt/grit catcher

    - No matter how many people believe in a dumb idea ... it is still a dumb idea!
    - Some cars look fast. Some cars look faster than time!
    - The question is not "where did the time go" but rather "where to go in time".

The lower panel you are thinking of did not cover the entire bottom of the engine. Brandon Moody, a former owner from Kentucky, created an Aluminum panel to mimic the intent of the original concept back in the early 2000’s. He painted it flat black. It looked pretty nice, but yeah it’s a dirt catcher for sure and technically Big air scoop I wouldn’t be surprised if it actually hurt gas mileage.

I put my deflectors back on a few years ago. Whenever I drove over 180mph, the rear end would lift off the ground and I would lose traction. After installing them, not only was my aero problem solved but my fuel mileage increased to 68 mpg on the highway with the caveat that I keep the speed under 100mph.
