I was able to replace the inner part of the cable with a universal one from Napa.

Your angle drive is seizing up.

Replace it. Pretty much every vendor carries their own version, with varying degrees of reliability.
One word of caution: gear ratio matters, so if you get a "special t auto" one, your speed (and also mileage) will be low by about 12%. The other features it has are nice, but unless you're okay with intentionally misrepresenting your car's mileage, I'd avoid it.

I guess I will encounter issues like that with the vendors in Norway as well.
I'm going to a shop called Norwegian speedometer service tomorrow, hopefully they have good knowledge since they only do speedometer work :-p
But just to add another stupid question, if I only change the lower speedometer cable, it will fail again?

Your drill test confirms it's the angle drive, which (unfortunately) is DeLorean-specific. The cable will probably need to be repaired or replaced once you've done so. Any repairs this shop may attempt to the cable won't prevent it from breaking again.
On the other hand, you'll probably have better luck finding the help (and parts) you need on the EuroTec forums. Here's a link:

Got new wire today. Pulled the angle drive out as well. It turns smoothly and easy, no sign on it seizing up.
So will change the cable for now and see how it goes.
Thanks for the help
