Argh. I think some people need to get laid a bit more often.
Before giving the answer, I'll say that it is an animated movie. The car itself was NOT a DeLorean but as is clear to us someone in the animation studio used the Delorean's cluster as an inspiration.

I would say that since they're only doing about 20mph and running at over 4k rpm, they got a tranny issue (or just dont know there are gears past 1st).
No idea on the movie..not enough surrounding to say.
