Interesting, but what is the change in the law? Using old parts means they don't have to comply with modern safety testing?

They can now create new VINs. Up until now they have been rebuilding existing VINs and calling them "new builds." The new cars would have a 2016 build date listed on the VIN plate.

They're replica vehicles. They need only conform to the specific year they were created/engineered for.
That's the short of it. The regulations and restrictions are a tad more complicated than that. One of which will be completely different VIN plates that must clearly state that these are NOT original vehicles.

I must need to read up on this new law because it seems kind of odd. You can build a car to the safety spec's of the time when it was built, but at the same time, you can change everything from the engine and drivetrain, brakes, wheels, electronics, etc., but still only be held to the 1981 standards?
It seems like this gets back into the "what makes a DeLorean a DeLorean debate; Federal Law Edition." So as long as it has stainless panels and gullwing doors, it can be badged with a DeLorean vin plate?
