Is it possible to test the otterstat and/or heater control valve "on the bench?" (Without being installed in a running car.)

The otterstat you definitely could. All you need is a pot of hot water with a thermometer in it, and a multimeter connected to the leads. Dunk the head of the otterstat in the water, and monitor the temperature when the circuit opens and closes.
The heater control valve is vacuum controlled (if we're thinking about the same one). You could test it with one of those hand pumps like the Mityvac.
