    I never said the Toby Tabs should be drilled. I agree it would be difficult to drill Inconel but not impossible. I do not have drilled Tabs and have never seen them, it was just a suggestion as to how to improve them. As I said, if this was built up to aircraft hardware standards that TAB would be cotter pined or wired as all critical fasteners subject to rotation would be. Since we are talking about cars here the nylock nuts are sufficiently safe. No need to double-nut them but if you are using regular nuts they should be double-nutted.

    So torque Toby Tabs to 60 ft lbs, and torque it from the bolt head not the nyloc nut, correct?

    No, torque it from the nut. If you torque from the bolt-head, you will have less than 60 ft*lbs between the bolt and the nut because of additional friction.
