Paint peeling next to engine on guard plate?

I was wondering if someone else has had this problem before and what causes this to peel off; and if it's preventable....

That's a heat shield and some are aftermarket rather than asbestos. It's possible that's a metal aftermarket shield that someone has painted. I wouldn't worry too much about it. If it bothers you then you can remove it, strip it and properly prep is with the correct primer and paint (high temp) or just leave it bare.

Thanks Michael. Glad to hear it's not a huge issue.
