I'm sure they didn't but if you are in the business of transferring VINs, I doubt that the manufacture of a new plate would be much of an issue.
I was referring to the actual VIN Number (sorry, OCDers) moreso than the actual plate.
The only other reason would be some sort of internal Ins. Co. paperwork requirement that stipulates that a written off car has to be advertised for X days in an attempt to recoup as many $ as possible, irrespective of condition.
