My guess would be your temp sender has a bad connection. You can jumper that sender at the idle ECU to test. Or the ECU itself is bad.

If the idle changes without touching the throttle it could be a "hicccup" in the idle motor system from a bad connection. Make sure the throttle decel springs are not burnt up too. Doubt it would be the temp sender for the idle ECU, it is not supposed to be able to change the idle that much.
