Not speaking for the seller here, just going by what I see in the picture, it looks like the kit has got the shut off valve on it, so it will do control pressure and primary pressure.

I have taken both rest pressure reading as well as pressure with the pump running alone (engine not running) and then again with the engine running. What you see in the picture is what you get. I think that's everything it came with but not 100% sure about that.
