I have every line removed,cleaned and inspected except the S-Pipes.
can this be removed without fuel tank removal. If so how.
I have my D on a quick jack lift and have a little less than 2 foot clearance.

Unfortunate if you want to inspect them the tank will need to be taken out. You can send a camera down them but you won’t know what kind of corrosion you have on the outside. With two foot clearance and the tank on the ground that is more than enough to remove the pipes.

I was able to partially remove them just to clean and inspect them by removing the fuel tank plate and the rubber hoses at each end. (I didn't have to remove my fuel tank so I was trying to avoid that.)
I wiggled and pushed the S up to clean that portion by the brake master cylinder and then pushed it back as far as it would go to clean/inspect the rear portion under the car. For reference, I did the coolant system with the car on 4 jack stands with roughly a foot of clearance. It's tight but manageable with patience. 2 feet should be plenty for this option.

I was able to shimmy both pipes out without disturbing the fuel tank on my car. Believe it or not, the tank is likely fused to the padding after 38 years and takes quite a bit of effort to push out. Just drop the cover plate and give it a shot, but I would put a jack stand or piece of wood under the tank just in case it decides to break free on you.

Like others have said, remove the closing plate and fish the pipes out. If the foam is there and the tank is not entirely full it should stay in place.
