If you are going through the trouble of getting to the reservoir (there are like 150 bolts that hold the lower cover on, why didn't they overkill the knee bolsters like that?) I would just replace the tank.

I repaired a washer bottle on a friends car using JB plastic weld: https://www.amazon.co.uk/JB-Weld-Pla.../dp/B009EU5ZMK, it's still holding up well 3+ years later.

Flex Seal would probably work but I don't know for how long. I get the impression it is only meant as a temporary fix. To make the best seal possible clean the area up as good as you can before applying it. Use the tape, not the spray. For a more permanent repair find someone who can plastic weld it.
