The elbow to the CPR should not be connected to anything, it just vents.
So disconnect the plastic coupler from the fat hose and check vacuum line routing.

There is no vacuum connectors to the CPR then... Just plug the wire?

As I was rereading what I said, I realized I goofed.
There is a vacuum line running to the CPR but it is not run like you have it in the picture.

You should also have a vacuum routing decal on the underside of the engine cover. It should be self explanatory when you see it, unless yours is missing.

My car had this WUR/CPR for as long as I had the car, and it was quicker before the frame off using this. What would be the typical faults when the vacuum things on the CPR does not work?
