I read someone else's thread on seat covers and followed their recommendation: http://www.sportsimportsltd.com/pedecafiunhe.html
They were $50 per seat. After cutting and test fitting the seat covers, I hooked them up to a spare car battery and they worked like a charm. They have an integrated off/low/high switch, and while I couldn't feel much on the low setting, they were pretty comfortable on high. Maybe when it's freezing out the low would be more noticeable.

You can find them on Amazon, eBay, in a million different configurations. If you just want a basic set of low/high/off switches there are lots of those, too.
The controls that came with the above kit look OK but are cheap feeling. The driver circuit design is decent.
At 14v, each pad when cold draws about 2.7A, so budget power accordingly.

I sourced mine from eBay a while back. When I was running an Oreilly Auto parts we could order them in too. Not bad at all. Pretty reasonably priced.
