Before we get back on topic:

Steve, the fan motor in the condenser is likely 120V, check the plate on it. It will take no time to hook it up to an extension cord and see if it runs... its either the motor, the relay, or low pressure...

Depending on the system, it could easily be the capacitor.
Ours uses a dual capacitor. I had to change it twice this year, once for the compressor side, then lightning knocked out the fan side 3 weeks later.
