That would be Matt Riese's inspiring DMC-12 hovercraft project. Seen on several videos and spotted on TV just beyond ATT Park during some SF Giants games from time to time over the past 4-5 years.
Sold on eBay according to the listing as of yesterday.
Summer before last I took my D to San Francisco to watch Matt launch and recover the craft, also to get a close look at his machine and so he could look at mine - he did the 'body' himself using only photos of DeLoreans and has added components in phases. The latest addition was an acrylic windshield, I think. Before that he added the (easily removable) doors.

It scoots right along nicely. Corners and handles on the water just like a hovercraft does.
If anybody learns who bought it let us know. Wherever it goes it will certainly make a few waves, so to speak.
