Normal for the stock RPM relay to get hot, yes. Make sure your pins in the socket are tight. I use a male pin crimped to a short wire as a tester for the relay pins. You stick it in each socket location and pull it out feeling how much force the pin has. I've found many marginal pins that way in many cars. Best to replace the pin but you can also bend the pin to make it tighter for a quick fix.
