How is the wiper delay bracket supposed to mount?

My wiper delay bracket is suspended by a zip-tie on the ductwork, and I want to mount it properly. I've looked at the FSM page M:09:03, and it's no help at all. I looked at this picture (http://dmctalk.org/attachment.php?at...2&d=1406815491) and I'm not sure what I'm seeing. I fear that a P.O. may have removed something that is required while mounting replacement speakers.

There's a thin metal sheet its bolted to. That sheet clips into the left side of the pedalbox. Actually just took it off my car today.

I've no idea why that intermediate mounting bracket is missing, but perhaps I can fabricate something suitable.
