A common failure point for both of your problems could be bad connections at those bulkhead connectors. The taillight circuits and the engine circuits both go through them. If the cover was missing at some point the connections can get corroded and become intermittent. Clean them all up and make sure each pin grips tightly on it's mate. You should not have to replace the wiring, just clean up some connections.
