I had a similar kind of buildup in my engine too. It was a pain to remove all of the gunk.

All but one the liners look good.

All of the other liners look like this: IMG_20200227_1419378.jpg
And this is where a non rusty liner was on the block: IMG_20200227_1419101.jpg
Should I just replace the one rusty liner, or can I perhaps clean it?

One thing I noticed is that all but one of the lifters are frozen. They won't budge.
Do you all have any recommendations for freeing them up? If worse comes to worse, can the old 2.8 adjustable lifters be used with the 3.0 cam?

Spray them with your favorite penetrant and let them sit for a while. WD-40, Kroil, PB Blaster, and Liquid Wrench are all available locally and popular.
