My WUR ground wire connection is not grounded. The black ground wire has continuity to the blue connector in the ignition coil box. The bulked head connection is not grounded. Does anyone know where this connection is grounded?

Is it blue with a black stripe (B/U)?

No it is a solid black wire.
The engine harness has splices in it combining some grounds and a few other circuits are also spliced. Check if the WUR ground goes to ground wire which goes to the engine block.

I just checked with a trace light. The warm up regulator ground is the ground pin on the regulator. In other words pin 23 from the regulator grounds the Lambda ECU pin 16 through the regulator.. I also checked with trace light. I have no ground on ECU pin 5. There is no connection between ECU pins 5 or 16 to the case ground.
The wiring diagram shows pin 12 connected to the case it is not and pin does not connect to anything in the ECU. Pins 22 & 23 are not connected to each other in my car. where is pin 5 of the ECU grounded?
