I just checked...I can move either arm and make the other one and the linkage move ~1/8" either way.
I didn't consider thermal protection (built in to the motor assembly). I'm going to see what the amp draw is when I turn it on and if it drops after a few seconds if/when it trips...
Not sure if it has thermal protection but I've fount window motors in many other cars that those thermal protection "switches" fail a lot.

In most cars the wiper motor has some kind of internal or external automatic re settable protection, NOT a fuse. The logic is, if you need the wipers, it is an essential load and even if there is a problem you need it to work even if it is just a little bit.
