It would be very hard to paint them in place. I did them about 6 or 7 years ago while adjusting the valves. I did another valve adjustment last winter and refreshed them. The paint held up surprisingly well. Like Dave said, don't use paint solvents to clean them, degreaser works fine and is really all you need. Here are a few pics I took over the winter. You can see the first pic shows how well my paintjob held up, but while it's off, why not refresh it and make it better?

The covers do get hot, but not super hot. I chose Rustoleum because I figured being an outdoor paint, it had to have some heat resistance.

Does CA not eliminate the smog test after a certain amount of years?

As of today the California Smog Check Program requires vehicles that were manufactured in 1976 or later to participate in the biennial (every two years) smog check program. This may change by bumping the smog exemption year to 1983 but not sure when...

Minnesota hasn't had smog requirements since 1999. And before that it was required mostly in the Minneapolis saint Paul metropolitan and suburbs. If I'm not mistaken. But by law we're still required to have cats but that's left to your machanic to make sure you have one. That's of course you use one. Ha
