Cool find. Apparently English Rock Star Managers loved to keep their artists in the press with any kind of hype they could think up...

The article states that the normal DeLoreans, soon to be "rolling off the production line", will cost a "modest $10000".

It seems legit to me - the date of the newspaper is Sept 17th 1980. Back then, 12,000 pounds was about 26,000 dollars, so it does add up. Also, I think I had heard the Rod Stewart story before from a factory worker, or maybe it was on the DeLorean: Car Crash documentary?

Rod Stewart never actually bought one of the two gold plated cars manufactured at the factory. One was ordered by a bank manager in Texas and the other from a couple in California. These cars now reside in the Peterson Museum in Los Angeles and the Automobile Museum in Reno Nevada.
