I have daily drove it from the day I bought it. It is unknown to me whether or not the PO's daily drove it. The car had a Illinois plate underneath the old one so I am assuming the rust is due to the salt from winter driving.

Does it really need a whole new frame? It looks like just the crumple zone is bad. Those can be replaced pretty easily in a weekend. Is it bad anywhere else?

There is some visible rust on the rear but I have seen much worse. Toby recommended the frame be replaced and I trust his expertise. If you just wanted to drive the car you could probably get away with just replacing the front extension.

I'm curious as to how that is done.

You chop the old one off and weld a new one on. I did it the weekend of the 4th of July last year. I did it in a day; took about 15 hours.
Only thing that sucks is that 8 months later I ended up doing a body frame separation. Had I known at the time that was on the horizon I would have just waited. In it's current state, I'm pretty sure I could have done the job in about 3 hours easy.
