    It's the fact that it was taken by a professional that knew how to adjust his f.stop properly for portrait photography! A lost art with camera phones I'm afraid.

    You may indeed be right...the curb edge at the front is too crisp given that it isn't all in the same focal plane. Maybe the background was deliberately blurred; I don't think it's a composite though.

    It's probably a miniature effect that many point & shoot cameras do today. It makes the photos look exactly like they were shot of a small model.
