Unless there are two such guys in the world you are referring to longtime forum contributor Rich W., who built the D Rex some years ago and still owns it, I think.
See the D Rex 4x4 and his other unique DeLorean creations at his site. Other threads here point to some interviews and videos about him and his cars.
