DPI Silicone Pan Gasket Torque?

Just got my auto governor back from DMCMW so let the reassembly begin. The DMC shop manual states to tighten the fluid pan bolts to 2-3lb/ft. Is this also correct for the new silicone gasket?

Install with 1/4 ratchet by hand. Install all hardware around the entire pan. Then snug until the gasket just slightly starts to push. Check your pan condition prior to install and make sure none of the holes are damaged from previous over tightening.
