I think states handle this differently. There might be a handicapped placard hanging from the mirror, or placed on the dashboard. He wouldn't necessarily need to have a marked license plate or permanent sticker. Let's give him the benefit of the doubt.

Correct. My wife has the placard to hang on the mirror or place on the dash. Just have to remember to place it there each time since you can not drive with it hanging on the mirror.
