Is installing eibach on all 4 wheels plus alignment something a good quality local shop can do? ( that has people who care about their work)

Yes, just make sure they have the specs. You can bring them with you and they can manually input them into the machine if it isn't already in it. There is a Service Bulletin with the latest specs.

Make sure you bring your own spacers for the trailing arm bolts. They will use generic spacers that will fall out after a while if you don't.
