Get a toothbrush and grind it to a point.

I use this:http://www.autozone.com/wash-mitts-chamois-and-other-wash-and-wax-accessories/exterior-and-interior-brush/carrand-lug-nut-brush/630275_0_0
It's designed for lug nuts, but the bristles are on a wire, so you can bend it to make each bristle side-by-side, similar to the mini blind duster posted above.

I pioneered that one(that would be the gen 1) till I found the mini blind duster. http://dmctalk.org/showthread.php?5825-How-To-Detail-tip-of-the-month-Clean-your-wheels-in-1-3-the-time&highlight=Clean+wheels+time

I buy those at harbor freight for cleaning my guns with. I get 3 of them for 1.99, one in steel, one in brass, and one in nylon like above.

I actually use that lug nut brush myself... probably based on your previous recommendation. It works pretty well.

I have seen similar brush sets like you describe but they're usually too fat to fit in the spaces. I'll have to check Harbor Freight.
