the town sent me a bill for almost $1000 for the tax for a year and I barely have any money and my mom said a few days ago that I should go to the town and get the amount lowered
the town said I cannot argue the tax on the car, instead I have to argue the value of the car
now i have to go and get an appeal form
the town is valuing the car at about $32,000, the town gets values from a NADA Retail book
the town said i first have to pay the full amount before appealing, the car is ruining my life, every week something else breaks on it, the little windows no longer work, the antenna stopped working which ruins the radio although it doesnt matter much because only 1 speaker was working, the cooling fans dont work so I cant come to complete stops anywhere - i have to keep the car in constant motion, the car is dripping all kinds of fluids everywhere, the air vents dont work and there is a constant hissing sound coming from the near the radio, the interior lights dont work, the door locks dont work, i found a huge mouse nest in the car, i have to drive with the Heat on full blast because i am worried about overheating the engine, temperatures inside the car in summer in summer with the Heat going full blast can approach 120 degrees, i think i said that the windows no longer work, the fan top speed notch no longer works in the #4 spot, and the fuel gauge doesnt work either so i have to drive around with a poland springs water bottle full of gasoline next to me, i have only driven the car 1 day this year, between tax and insurance it is about $1500 a year and I only drove the car 10 miles this year, it costs about $150 a mile to drive the car
and now the town said that if I appeal, i have to bring the car with me for a town tax inspection at town hall
the town said i can present appraisals and evidence and photographs and reports for the condition of the car to get the value of it down
so i need to take pictures of the problems the car has, there is rust on the frame and i read that there are some important bolts near the rear of the car that need to be replaced or else the wheels could come flying off and those bolts havent been replaced, and there is rust near the front of the frame and rust on the back of the frame, i'm scared to drive the car more than 25mph, i have never been on the highway in it
NADA value quality: (low:$17,800) (average:$32,000) (high:$52,000), the town automatically thinks all cars are average in town
my dad said I should not go because he is worried that the town hall people might think the car is special and increase the value of it up around $40,000 and then my mom said instead that I should go and find out how town hall operates and that I should go and show them pictures, she said some guy with a 1985 camaro doesnt pay much tax and he lives a few towns away
i think town hall wants to have a hearing on the car and i have to go down during a special hearing and show the car in September to town hall assessors, things have gotten real bad here, oh yeah and the car had a flat tire and I had to take the wheel off a few weeks ago and bring it to a tire shop and he said the wheel is damaged and he put tar around the bead point because air was going out the bead, i have only driven the car about 10 miles one day this year
and if the car doesnt start in September and i cant bring it to town hall, then i automatically lose my case
and the fluids keep coming out, brown fluid and green fluids ,they have been coming out for 2 years now and i dont understand how fluids can keep coming out if i am not replacing them, but the fluids keep coming out on the ground
but in the september hearing, i have to bring lots of evidence with me and the car must be on site also, but i think the car is too low down and the people wont be able to look underneath it in the town hall parking lot, so i have to bring photos with me of the rust and fluids so i have to find a place where to print big pictures of all the problems
things have gotten really bad and then the lights on back of the car wouldnt work anymore, there was powder all over the light bulb joints and my brake lights and blinkers wouldnt work and i was worried somebody would smash into the back of the car, i put new bulbs in and it didn't fix the problem
the state DMV was supposed to inspect the car before giving me a license plate because the car is over 25 years old but when i went to the State inspection center, it was near closing time and instead the guys at the Inspection Center took out their camera phones and took pictures of the car with the doors up on it from different angles and they said they didnt want to inspect it and they told me i could go inside and register the car anyways, so now it is only the Town that wants to see the car for tax reasons
and then the door got stuck and i couldnt get out of the car and i had to crawl out the other side of the car and i kicked the mirror off the windshield while sliding over and the mirror glue stripped a few layers of glass off of the windshield when it came off, so the windshield is close to have a hole in it where the mirror used to be, the mirrow now hangs off a bracket connected to the passenger sun visor
there is also a terrible smell in the car, i think the mice nest must be the cause of it and the mice must have gone to the bathroom in my car and i cant open the windows so it is tough to drive in it and the passenger door wont properly close and i am scared of the passenger door opening up when driving, and then all of a sudden when it was cold out a few months ago a mouse was in our living room, we never had a mice problem in the house before, and they might be blaming me for the mice thinking that the mice came from the car and i had to go to lowes and buy a glue trap and put the glue down because i cant use the regular spring style mouse trap because when a spring trap is set it must be placed down fast and i dislocated my right shoulder 2 years ago and it never healed properly and i think tendons or something are damaged, so i cant make sudden movements with my right hand so i put down glue traps instead
i looked at the fuses and some of them have melted and the little black box is partially melted
the only way i can argue my case to the town is to take photographs of it, do you think the rust will be easily visible in photographs??? i also think the frame might be crimpled like a Ruffles potato chip near the front wheel, because the drivers side frame has a bend in it and there is no matching bend in the frame on the passenger side of the car in the same spot
and i dont know if the doors are waterproof, so i have to pray that it doesnt rain in September because the car has never been in the rain before and i have no way of knowing if the doors leak, maybe that could be where the smell is coming from - maybe it is mold instead of the mice
i have to get under the car and take pictures of the frame for the town, i cant afford to get the car appraised somewhere, i think taking pictures is the easiest thing to do at this point, what i need though is i must create a Report of all of the problems, the town would like to have a Report, has anyone ever made a Report of their car before and is there a blank Report Form I can download, like a big checklist box of things that could be wrong??

:wow::eek5: I really hope I'm reading that wrong and you haven't just been letting your car leak antifreeze/oil/trans fluid for 2 years without replacing it. Leaks generally don't stop on their own and if the reason they stop is because you're out of those fluids, you've got a much bigger problem on your hands...
It sounds like the car is giving you serious financial and emotional distress. From your mention of your parents I assume you're fairly young. Maybe it's time to sell it and then wait to get another until you're at a better place in your life to care for it. As long as you haven't been driving without oil/coolant for 2 years you'd probably get a decent price for it even if it's a fixer-upper.

Sounds like the tax is the least of your problems. If you can't afford to fix the car up and use it then why are you trying to pay the tax? From the tone of your post it sounds like you want to find a way out. Put the car up for sale. That is the best way to determine the value.

Yeah, the state charged me $2000 to register the car two years ago for sales tax, $100 for registration, and now the town wants $1000 every year for the town tax. And this was after I spent $500 to transport the car here, and $400 each year for insurance, almost $5000 in two years just on fees, taxes and stuff.
and the worst part is, the car is missing stuff, i found out that the car is missing some factory recall items in the front end, so i may take pictures of that for the town to try and get the value down.
I don't have many tools to fix the car, there is oil and grime all over the rear frame where the engine is. this is what I have below in the picture:
I read on here that the car can be taken apart like an Oreo cookie, that the top of the car will come off and show the frame and engine. I need to have a car lift because the car is very low
I'm trying to make a checklist of all the parts of the Car, so I can note which areas need work, so I can give it to the town, the Town wants documentation in the next few weeks

If you don't have a shop with a lift and you only own basic tools, I'd strongly caution against trying to take the body off the frame...

on the front of the car, there are supposed to be 2 black things hooked to the frame for the recall, my car doesnt have them, so i have to take pictures of that
also, tomorrow i am going to take pictures of the frame near the front, there is a bend on one side of the frame but there is no matching bend on the other side of the car, I need you to take a look at the picture tomorrow and tell me if you think the frame has major damage, I will post it tomorrow afternoon, the Town wants pictures of the car in addition to seeing it in person at Town hall, but the Town Council people will not get under the car in the town hall parking lot because the car is too low
the other problem i have is that if the car is started up, for the first 5 minutes, the gas pedal does nothing, i can hold the gas pedal to the floor and there is no effect from it, things are so bad that i have to drive around with a fire extinguisher and a water bottle full of gasoline because my gas gauge in the car doesnt work and then i read there was a recall on the fire extinguisher, so even my fire extinguisher doesnt work
another problem with the gas pedal is that sometimes going down a hill, i take my foot off the gas pedal, and all of a sudden the engine sounds like the gas pedal is fully down and the RPM goes very high, even though my foot is not on the gas pedal
my goal is to get the $1000 tax bill down to $400 or so, and then if I can save some money from the town then i can buy an engine later in the year because the current engine is leaking from everywhere, the leaks are so bad that they cut through cardboard, so i had to go to the store and buy a huge oversized silver cookie sheet to collect all of the fluids of different colors
in december i had to move the car because my mom wanted to park inside for the winter, i drove it around the block and the mailman in my town saw the car and started chasing me home, and when i got home he parked outside my house and came running up to me and told me that the back left wheel is not turning straight, i read that there are bolts in the back of the car that are important for the rear wheels to be straight and if the bolts break the wheel can come off the car and that i have to take the car apart from the top and replace the bolts
i am going to take a picture of the windshield, i can put a large part of my pinky finger into the hole created by the rearview mirror being kicked off because the epoxy of the mirror took layers of glass with it, i read that windshield glass is different then glass in a house, the windshield glass is like tiny layers of saran wrap all glued together, and the layers are coming off and then i read that the windshield cannot be replaced like in other normal cars

There are several bolts back there but the ones you're probably thinking of are the trailing arm bolts (TABs). http://support.delorean.com/kb/a72/trailing-arm-bolts.aspx It doesn't look like you should need to take the body off unless the head has actually sheared off? You may have just lost your shims, that can cause symptoms like what you're describing.
If you haven't already, read through that knowledge base and through the FAQ section on here. You'll need to familiarize yourself with the car's systems if you're determined to keep it and can't afford to pay somebody else to work on it.
If you tell us where you live, we can tell you if there's an owner's group near you. Many knowledgeable owners are happy to help people with their cars for pizza and beer and no offense, but it sounds like you're going to need all the help you can get!
(P. S. If your fire extinguisher is a Kidde, google "kidde recall" and you'll find instructions on how to exchange it for a new one for free.)

Okay Michael i took pictures now of the frame, the part that worries me is near the front drivers wheel, i see things bending on the drivers side but the passenger side does not have that bend
i have to make the checklist this weekend because the town wants the report BEFORE august, and today is July 13
if you look to the left of the rubber accordion boot, there is a wrinkle around a small black hole in the frame

Reminds me of the old joke of the naked man arrested in the town center.

OP, I am not sure if you are asking for help or just venting. If it's the latter, vent on.
If it's the former, give us something to work with. There are some smart people on here willing to help.
I'm guessing you are somewhere in the New England area?
You are right, you can't fight the tax (short of becoming an elected representative) but you can, and should, fight the "towns" appraisal. To do that you need some alternative proof of value. If you tell us where you are we can put you in touch with an owners group who may be able to create a "valuation" for you.
Alternatively, how much did you pay for the car? That is also an indication of value, particularly if you can find other cars, on ebay say, in approx the same condition. A $400 tax target implies an estimate appraisal of $12,800 which probably isn'y going to happen in today's market for a running car, even with a list of issues.
Again, what sort of tax are they trying to get you to pay? Do you pay it on your other vehicles?

I'd suggest selling the car. One point for selling though, when listing location..... Don't just say town.
People have asked multiple times for a location in an attempt to help you. At this point you're just venting. And I'll be honest, the town won't care much about oil leaks, and certainly won't care, or believe anything about the steering rack reinforcement recall. If you want to prove a value, do it by showing dents in panels, rips in seats, cracks in dash, broken windows and so on....

that is what the lady at the town hall said, she said you cannot argue the tax and you can only argue the appraisal that the town thinks the car is, she said there is too many cars in the town and the town assumes that all cars are Average quality and they think the car is Average quality, Average quality in the book is $32000
they want me to make a Report before August showing that the car is less than Average if i want to pay less tax
The town wants me to get an appraisal or else show photographs or evidence of problems
i am taking pictures of the below problems:
so far I have:
- rust on frame
- oil on frame
- holes in frame
- bends in frame
- missing front frame recall brackets
- hole in windshield where rearview mirror was kicked off when the door got stuck and i had to crawl out the other side
- melting fuses
- fuse box melting
- small windows dont work
- radio antenna doesn't work
- mice nest behind driver seat
- bad smell in car and now the whole garage smells because of it (even had mouse in living room my parents think due to it)
what i need you to do is if you see problems in the pictures that i dont know about then tell me so I can add them to my list and put them in the Report, the Report is due BEFORE August
any money i save in paying tax means more money i can get tools for to take the car apart later this year and fix the Bolts at the back of the car and all of the problems and I need to find out how to weld to fix the holes in the frame, that is why it is so important to get the tax value down

Serious question: why are you so determined to keep a car you've said is ruining your life? If that was just a moment of frustration I'm sure all of us can relate, but if you genuinely are having a hard time even affording tools, I don't see DeLorean ownership being a very enjoyable experience for you.
I know we have at least one owner here who fell on hard times after purchasing a project car but I haven't seen him exhibit the same level of misery and aggravation about it that I'm seeing in this thread. If he did, I'd tell him the same thing I'm telling you, which is that values have gone up enough in the last couple years that even a basket case is probably still worth most/all/more than what you paid for it (legit, my buddy's car got smashed to crap in a multi-car wreck and still went for $6000 at auction). Dump it, buy a $3000 Civic and wait til you've got enough money saved to get a car that's in better shape.
(Edit: to respond to your specific issues, frame rust/fluid leaks/melted fuse box/mice aren't great but as others have said, they probably aren't enough to reduce the value of your car by 2/3. A knowledgeable mechanic would probably be able to deal with most of this stuff, and we've recently seen a car with half the frame missing and the wheels falling off listed for around $10k. Your starting issues would need more in-depth troubleshooting of your fuel system/K-Jet setup. The high rpm could be a sticky throttle or a transmission issue. But from the pic you posted in the photo thread, the car looks decent cosmetically.)

INCOMING CAPSLOCK! WHAT IS THE NAME OF THE TOOOOWWWN YOU LIVE IN!?!??! Also, pro tip: if you cant afford the maintenance, sell the car. Where i live now if its a registered vehicle they tax you on the blue book value yearly. but if you register the car as a classic car they do not. See if there is another loophole you can use or if "ahem" a family member has another car you can use as your "daily" at dmv so you can register the car as a classic.

I dont know how to check the transmission fluid or how to fill it. The oil comes out all over the place, oil even drips onto the rear passenger tire and there is oil all over the rear frame, that is why I have to take the top of the car off and then i can change the bolts at the same time and the engine has to be removed so the seals can be all replaced, a lift will be necessary for this and i need tools and all kinds of stuff, that is why i have to save as much money in the tax bill with the town
i went out today and got letter size sheet protectors for the Report, the Report must contain photographs and what I think the car is worth
the town automatically thinks that all cars in town are of Average Retail value and average quality
the NADA book:
Average Retail Value
This vehicle would be in good condition overall. It could be an older restoration or a well-maintained original vehicle. Completely operable. The exterior paint, trim and mechanics are presentable and serviceable inside and out. A “20-footer”
Low Retail Value
This vehicle would be in mechanically functional condition, needing only minor reconditioning. The exterior paint, trim and interior would show normal wear, needing only minor reconditioning. May also be a deteriorated restoration or a very poor amateur restoration. Most usable ‘as-is’. This column does not represent a ‘parts car’ or a non-running vehicle.
If I can get my car to be a Low Retail value, then it will cut the tax bill in half, the value will go from $32000 down to $17000
I am going to work this weekend on the Report that the town wants, and then the Report must be used in a few months again as a checklist of all the things the car needs for repairs, that is why the Report has to be so accurate, I can use it this year as a list of all things that need repair, the frame needs a lot of welding and i need to buy a welder and figure out how to weld, the car has a bad smell in it and i cant tell if its from the mice or water getting in the door or if its gas fumes or mold under the carpet, the mouse nest was big, the mouse nest was about the size of a basketball, it needs a new radio, only 1 speaker works and the antenna stopped going up and down, and i bought 2 window motors but i made a mistake and bought 2 of the same side window motors, the car uses different motors for each door, so now I have 2 drivers side window motors, the doors dont lock, and because the Heat is on at all times - the car cannot be driven from May through September because it is too hot inside the car, the fans dont work in the car, and i cant drive at night because i cant have the outside lights on because if outdoor lights go on then the radio gets very hot, the cassette player does not work, the car also makes the battery die so i have to switch the battery off when i get out of the car, there is green fluid dripping from pipes under the seats, i dont know if the air conditioning works because the Heat is always on, and the outside mirrors dont work, i cant adjust the mirrors and they are cloudy and i cant use them when driving, and the fuse box plastic has melted and a lot of the electrical stuff doesnt work anymore, i have to take pictures of all of this stuff and put in in the Report due in August
I will give you the Report in a few weeks and then you can tell me later this year what parts are needed to fix the car, the first thing i need is a new engine so i can put the new engine in as soon as the old engine comes out

Even though the transmission is wet with blackened oil it may not actually be transmission fluid, but rather carbon filled dirty engine oil leaking from a high location on the engine and migrating down over the transmission.
Oil leaks are mostly nuisance issues.
The transmission fluid level is checked and filled via the square headed plug visible in your photo half way up on the passenger side of the transmission. Remove the plug, if oil runs out it’s full . If not, just add 80w-90 gear oil. The recommended oil brand is Red Line (80w-90 NS) gear oil has a strong pungent oder to it.
Green fluid is coolant leaking from loose hose connections. The quick fix is trace the fluid back to the leaking connection and tighten the clamp. 40-50 inch pounds. The correct way to do it, is to pressurize the system to 15 psi using a coolant system pressure tester. Then go around tightening all the hose clamps where fluid is dripping.
Clear or slightly yellow fluid is clutch or brake fluid.

There are several bolts back there but the ones you're probably thinking of are the trailing arm bolts (TABs). http://support.delorean.com/kb/a72/trailing-arm-bolts.aspx It doesn't look like you should need to take the body off unless the head has actually sheared off? You may have just lost your shims, that can cause symptoms like what you're describing.
If you haven't already, read through that knowledge base and through the FAQ section on here. You'll need to familiarize yourself with the car's systems if you're determined to keep it and can't afford to pay somebody else to work on it.
If you tell us where you live, we can tell you if there's an owner's group near you. Many knowledgeable owners are happy to help people with their cars for pizza and beer and no offense, but it sounds like you're going to need all the help you can get!
(P. S. If your fire extinguisher is a Kidde, google "kidde recall" and you'll find instructions on how to exchange it for a new one for free.)

thank you dmc5180, what you mention is the problem i have, there is so much fluid coming out everywhere in the back of the car that i cannot tell where the fluid is coming from because it is just everywhere, all over the engine and transmission and frame and the floor and the tire, that is why i have to take the engine out maybe later in the year and replace seals on the engine and try to clean up the frame because i dont want the back of the frame to be as bad as the front of the frame where there is rust and holes and pieces missing
i dont have a square tool to check the transmission fluid but i can get one at walmart in the next few weeks
i just got a new Scotch laminator and this way i can laminate my Report when it is ready because the Report might be used outdoors and it could be raining that day of the inspection, that is why the Report cannot just be paper but must include photographs also and it needs to be laminated, i also put in blue taillight boards this way my lights all work in the back and i got a big piece of flat aluminum that is the width of the front hood and can be in the hood that i am going to put my small cars on, i just got a blue van that was chasing around the mall parking lot in the movie and a blue pickup truck that was in the Burger King parking lot early in the movie just when the blue pickup truck was going from Burger King out onto the street and i have lots of little deloreans because i have a small vintage car dealership that can fit on that piece of aluminum that i took a picture of below, in october or november i want to get a toolbox on wheels that i can move around and keep tools in, i have to get that first before taking the car apart because right now when i work on the car i have to work on the ground and keep the tools all over the ground and that wont work because then i cant get the lawnmower out of the garage without having to move everything on the ground, and i should have a response from the town by october if they will refund tax money if they value the car at less money

Is the car a stick or an automatic? It looked like it had some red fluid in the pix he posted in the other thread. OP, if it's an automatic, here's how you check the fluid, from the owner's manual (and it will use a different kind of fluid than a manual transmission).

#3 in the illustration is where the trans fluid dipstick should be. (If your car's a total basket case, it may be missing.)
As others have said, you need to degrease the engine to see where the fluid leaks are coming from. You don't need to take the car apart (wtf?) to do it. You can buy stuff called Gunk at an auto parts store or WalMart that will do the job as long as you have a garden hose to rinse it off. Make sure you follow the instructions and use an absorbent mat to catch the runoff.
(My suggestion is still that if the car is causing you this much financial and emotional hardship, call Beverly Hills Car Club and see how much they'd give you for it.)

What happened is that to drive the car i needed a license plate and i couldnt get a license plate because the car was over 25 years old without an inspection and i didnt want to bring the car to the state inspection with oil dripping from it so i bought this purple stuff to clean the engine because the was oil all over the engine and that is when i noticed that there is also oil all over the frame but the problem is that the oil pan of the car is directly above the frame and i cant clean the frame of the car because the oil pan gives me no room to put my hand inside but it all turned out not to be needed anyways because i couldnt drive over to the state inspection until my parents got home because my car didnt have a license plate and i couldnt get a license plate until it got inspected so my mom had to drive behind my so nobody could see the car didnt have a license plate and then when we got there it was so late that the guys didnt want to see the car and instead took pictures of it with their camera phones with the doors open and up and told me to go inside anyways to get a license plate and they didnt need to inspect it because my mom said it was late in the day and they just wanted to go home and didnt want to stay late so my car never was inspected by the state and i spent hours in the garage getting prepared for the inspection and the little lights on the side by the wheels were not working and i had to get new bulbs and I had to go to NAPA to get new light bulb sockets for those little lights on the side
but that was the state inspection, i now have to bring my car to the town inspection but this is a value assessment and not a safety inspection
i read on the forum that the transmission has a weakness and that the weak pin has to be changed and i dont know how transmissions work so the transmission has to be removed from the car and brought somewhere for them to work on it and i read that the engine and transmission come out together so it is easier for me to change the engine seals when the engine and transmission come out together and i read on the forum that people put Eagle Premier engines in their car and that the car wont shake as much because right now my car shakes a lot when it is parked and the other problem i have is that the gas pedal does not work for the first 5 minutes when driving the car and they told me the car needs fuel injection and that is why the engine needs to come out so i can put the eagle premier engine in but i first have to get an eagle premier engine and i dont want to take the engine out until i first have a eagle premier engine that works and that the eagle premier engine can be hooked up to a computer to control it because right now i dont have a computer in my car and i dont know why the gas pedal isnt working for the first 5 minutes, so i am going to get an eagle premier later this year but only if i can get a refund on the tax money which i might get in october

Does it still have the cargo net? You may need to reshim and replace the oil seals on the parcel shelf to prevent oil leaks from getting on the t panel.

I have done something like this before, with The value assessment, and I would recommend that when you make up the Report, you make at least 2 copies because If you have done a good job, the town inspector might like his own copy to use as an example for others and the second copy would be a master copy in case you lose the first these wouldn’t have to be laminated as that would be crazy but you could if you wanted to, and use different fonts for each problem so that they stand out as well

I'm glad I don't live in one of those areas. Sounds like a b.s. tax to me real or not.
I read it all, sadly. My brain hurts a bit. I promised nothing but am curious to see the reply.
I wouldn't hold my breath. The first indication should have been how ridiculous the first post is. Glue traps? Ruffles potato chips? Mirrors stripping layers of glass off? Please. Everything pictured is brand new. Calipers, radiator/condensor, fans, ac hoses, MC, Rack/Pinion, stainless brake lines, clutch, BFG tires, the list goes on. A photo of the window down even though they don't work?
Waste of time.

There are some towns in the south that tax personal property. That includes cars and furniture. I remember a relative telling me stories about how they would put all of the "good stuff" into the barn when the tax assessor came. That was long ago before everyone got stuck with paying sales tax when they bought the stuff in the first place. On the + side most of these places have little to no State income tax and low property tax on the house. If you add it all up it really isn't that bad even if doesn't seem fair. The Town defaults to assessing the "average" value of your car, it is up to you to prove they are over-assessing it. You going to be upset once you fix it up and they reassess it!

Why doesn't this owner start by showing "the town" a bill of sale if he can produce one? Obviously he paid nowhere near 32k for this car as he can't afford a $1000- tax payment and well....look at it! The moderators need to start looking at some of these threads closer and pull the plug much sooner when it is apparent that they are wasting everyone's time. I for one am tired of giving other threads (not this one) my best shot at a diagnosis only to be ignored when asking for any information or feedback. I'm about ready to pull the plug on any tech help on this forum but obviously few new owners I respond to seem to care anymore so it's a wash. It's "The state of the union" these days.

Its a troll. If someone is genuine, posting photos and would desire feedback then they dont reply and post gibberish like this person then just dont reply. Us replying is just feeding them what they want. We had our laugh, it should be locked and hey lesson learned
