Replacing "wavy" washers on seat belt anchors.

I am trying to eliminate some rattles here and there. The seat belt anchor on the passenger side floor is missing the "anti-rattle" washer, and I want to replace it. When I loosen the anchor bolt, does the mounting cup remain in place, or does the whole assembly loosen and fall apart? In other words, will I be able to loosen the bolt, remove it, replace the washer, and screw the bolt back in with no issues, or will other washers and the cup move around, or fall off? Thanks!

You will have no issues. The bolt and whatever washers and spacers it has on it will come out with it. The cup doesn't move.
