To replace the coolant head tank, you don't have to drain the whole system, do you? Just drain the existing tank, plug the hose and install the new tank, right?
I know, I'm a complete novice.

Assuming we are talking about this:

Then yeah, you summed it up. remove the old tank and install the new one. No need to drain the whole system.

Yep. That's what I figured. Thanks.

What would be the best way to "dull" the polished look of the tank so it matches the car better?

flap wheel :) (http://www.canadiantire.ca/AST/browse/6/Tools/PowerToolAccessories/SandingPolishingAccessories/PRDOVR~0541320P/Wolfcraft+Mini+Abrasive+Flap+Brush%2C+3-in.jsp?locale=en)
OK, that's overkill, albeit quick. Try 60 or 80 grit sandpaper by hand.

The easiest way to get a brushed stainless steel tank is to buy one from your favorite DeLorean Motor Company dealer. We offer them in a brushed finish that matches the exterior of the car very nicely.

Or, since you didn't say whether you already have a new tank, you might try sourcing a black anodized aluminum one. It would match the black look of the hoses and the engine bay. Just an option to consider. Most folks like the stainless.

I bought the Special T one. I'm not overly concerned about the shinier finish, but I'm thinking I like to change it at some point.

Hey ____ (don't know your name yet Mr. Fellow Ontario owner :) )...
I remember a while back I asked Super Dave S the same question when I replaced mine, and in a witty reply which was pretty funny at the time... he said to replace the coolant tank and empty out the existing tank as far down as you need to go (which isn't far as you can prop up the main hose so not much comes out), his line was:
High tech: fluid extraction device to suck out and refill into a temporary holding tank
Low tech: turkey baster
No tech: let it pour on the floor
LOL, I always thought that was pretty funny :)

haha, I was partially "high-tech", but then it turned into "no tech".
