Does anyone know off-hand (or have the ability to measure) the size of those large washers used to secure the fuel tank plate to the frame? I know the bolts are M8, but I need an approximation for the larger of the 2 washers.

30 mm / between 1-1/8" and 1-1/4"

Yea, they're like extra large fender washers. I actually went over to standard hardware when replacing mine because I could find ones with more surface area.

I found 5/16" fender washers 1-1/4" big, and those fit perfectly.
