Only starts when pedal is on the floor

Hello,

I am working on an early 81 that is giving me fits. It only starts when the gas pedal is fully depressed. After which it runs great. I have a new warm up regulator, fuel distributor new plugs and wires and new injectors. The intake was powder coated as well as the valve covers. I have not replaced the fuel accumulator but I think that would only affect hot starts. What am I missing?

Assuming the engine started normally before the intake and valve covers were disturbed. Is the thermal-time switch connected? It is the controlled ground for the CSV.

Only thing our gas pedal does is open the throttle plates and turns on the vacuum advance. If you need to hold the gas open you either have the curb idle setting closed or you starting mixture is way to rich.

You can try pulling the CSV connector and see if that helps.

Beat me to it lol...I was thinking of the CSV always firing etc...

I wonder if it is possible for the IAC to have a problem and it is starving for air (should smell flooded)??
