Inside the fuel tank there is a copper tube that is mounted internally to the filler vent and extends towards the rear of the tank into the bulged up part of the tank.

What is the purpose of this copper tube? My initial thought (mostly due to the name of the part) and where it is routed internally in the tank is that it would allow the air to escape from the bulged up section of the tank when filling so an air bubble does not get trapped. However, the internal diameter of the tube is so rediculously small that you'd have to be filling the tank very slowly for it to be able to vent out the air fast enough.
I also remember reading somewhere that it functioned as an anti-static device?

Also, I'm pretty sure that mine is about half the length that it should be like someone cut it off shorter. It's still angled upward but does not reach the rearmost upper section of the fuel tank. Does it need to be replaced?
