new air blower motor spinning but no air is coming out of the vents.

Could it be the fan is revered and sucking instead of blowing. The old fan motor worked but was noisy, hence the reason for changing it. Air would come out of the vents with the old blower motor. All 4 speeds work.

Any thoughts?

Probably not the cause of your problem now, but make sure #25 in the following image is not broken.
It's a vacuum operated rod that opens and closes a vent to the face vents. If the plastic rod is broken, the vent will flop down and block the airflow from coming out the face vents.

Behind and slightly inboard of the passenger side kneepad.

Take it back out and compare it to the one you took out. Put power to both (neg is the case, pos is the red lead). It not only has to spin the right direction, but the blades need to be curved the same way. If the setup is backwards and you reverse the motor, it will move air better but not as good as it would with the fan blades curved in the correct direction.

thanks Dave, I'll give it a shot. The main lead on the original motor is colored red but the one on the new motor is black. do you know which of the three leads on the ground screw is the negative for the motor??

There are 3 black wires that terminate on that lug, one is the ground "source" and the other two are ground points for other circuits. If you have the motor on the bench and you are running it with a battery, it does not matter, anything on the case is negative and the single insulated lead (red on a stock motor) is the positive.

I just took a closer look at the Specialtauto web site and there's mention of a version of the motor turning in the wrong direction. The answer seems to lie with John at Specialtauto.
