It's a bypass for the fan fail module.

I second, or third the option of Dave's FFM. Functions perfectly.

Definitely get it fused though in the meantime if you're not going to be getting Dave's solution right away. You can make your own or buy one from a vendor. They're included in most of the relay/fuse upgrade kits.
