I got the new circuit boards in and assembled 10 of them. The average on resistance is 0.000418 ohms. A little higher than I expected using 2 oz....

That may be a capacitor that some cars had installed on the intake manifold near the idle switch.

#7 powers the fuel pump, WUR heater, lambda ECU and FV. One owner had a shorted FV which blew the fuse, many owner have had the WUR heater wires...

First thing I would try is unplug the CSV. If that does not work, try the plug swap. That would pretty much tell you if it's a fuel problem.

I don't think your rest pressure is causing the hot start problem. I think your test values are normal. I did do a test of one injector removed...
