I would suspect the thermostat is closed shut preventing the water from passing through the pump. They're designed to open when the water is hot enough.

I discovered I had the same exact leak a month ago. I replaced the stock ISM with a used Volvo unit. The Volvo unit is smaller and runs on less current.
The stock idle system is non-adjustable and will try to compensate for any loads on the system. You have something else going on if your idle runs that high.
