If you still have the door lock silinoids you can switch them out for actuators. Dumping the weight can help. Most need to detorque the torsion bars after its done. I did.

In Minnesota if you have collector or any other of the plates they have for older cars you don't have to put on the one for the front. All the other regular plates you do.

Simple answer. No it's not going to be cold. Just connect the hoses at the engine until your ready to put the heater core in the loop. This is a very common thing to do.
