In reading all the POR 15 deniers there is one step missing in each one. POR 15 is an encapsulator not a rust converter. POR sells a marine prep but I have always used OSPHO to
spray on the rust after paint removal. Allow the OSPHO to do it's one and only job, rust conversion, this stops rust chemically. Then paint with 2 coats of POR 15. Skipping prep
will result in failed rust prevention. Don't blame POR 15.
